 PUBLIC NOTICE AND DISCLAIMER
All information published here is based on records, witness statements, communications, recordings, documents, screenshots, admissions, conduct patterns, and other evidence in our possession. This page is not created for harassment, threats, or retaliation, but for public record, membership safety, and organizational security. 


INFORMANTS PERMITTED TO COMMIT CRIMES

 Under de facto U.S. Department of Justice guidelines, confidential informants are sometimes permitted to engage in limited “otherwise illegal activity” under supervision and authorization rules, but there are restrictions and approval procedures. Unauthorized criminal conduct is not officially permitted, although oversight reports acknowledge that informants have at times committed crimes during investigations.

TACTICS USED BY INFORMANTS - THIS IS WHAT TO LOOK FOR

The below tactics historically used to discredit Moorish-Americans & Moorish civic organizations are:

  1. Infiltration by informants — placing insiders in meetings, temples, study groups, or leadership circles to report activity and influence internal trust. The FBI has a public file collection on the Moorish Science Temple of America, Inc.  
  2. Rumor-spreading and “bad-jacketing” — making members suspect one another of being agents, thieves, traitors, or immoral actors, causing fear and division. 
  3. Provocation — encouraging reckless, criminal, or confrontational acts so the group can later be portrayed as dangerous. 
  4. Media framing — feeding or shaping negative stories to make the organization appear fraudulent, violent, unstable, or extremist. 
  5. Leadership targeting — focusing on respected leaders to prevent them from gaining legitimacy or public sympathy; COINTELPRO records described goals to “discredit” leaders of Moorish nationals and so-called "Black nationalist," and stop them from gaining respectability.  
  6. Anonymous letters and forged communications — sending fake letters, messages, or accusations to create disputes between members or allied organizations. 
  7. Legal harassment — repeated arrests, investigations, subpoenas, surveillance, or prosecutions that make the group appear criminal even before anything is proven. 
  8. Public association tactics — linking Moorish identity broadly with “sovereign citizen,” “extremist,” or “anti-government” labels so the public treats all Moorish activity as suspicious. Modern analysts and law-enforcement sources often place some Moorish-identified groups in that category.  


The tactics are usually infiltrate, provoke, divide, smear, criminalize, and isolate.


 The term "Ghetto Informant Program" (GIP) is also frequently discussed in some activist, community, and alternative-media circles as a practice of recruiting informants from within Moorish communities as well as gangs, religious organizations, political groups, and neighborhood networks.

Report on CONFIDENTIAL INFORMANTS, September 2015

 The below United States Government Accountability Office (GAO) Report documents the widespread use of confidential informants by federal law enforcement agencies and confirms that more than 16,000 confidential informants were utilized in criminal investigations during a single fiscal year. 


The report discusses the recruitment, vetting, management, supervision, and oversight of informants, including circumstances in which informants may be authorized to participate in activities that would otherwise be unlawful. It further acknowledges concerns regarding unauthorized criminal conduct by informants and the challenges faced by agencies in monitoring their activities. 


For students of Moorish history and COINTELPRO awareness, this report provides important insight into the documented use of informants as an investigative tool and serves as a reminder of the need for vigilance against infiltration, disruption, provocation, and internal sabotage directed at the Moorish Divine and National Movement which is dedicated to truth, nationality, self-determination, and the upliftment of fallen humanity!

     This attachment contains an affidavit statement of Policeman Detective Aaron Blevins #13227, dated January 18, 2025, in the de facto matter of United States v. King, Delvon Louis before the SUPERIOR COURT OF THE DISTRICT OF COLUMBIA (Inc.). 


    The document concerns events alleged to have occurred on January 17, 2025, near South Capitol Street SE/SW in Washington, D.C., and includes police narrative claims involving a shooting investigation, CCTV review, alleged narcotics possession, and additional criminal allegations.

    Delvon King's attempt to mimic Consular Court documents

     This attachment is documenting what appears to be Delvon King’s attempt to mimic, copy, or imitate Consular Court document forms and language from our website, while he was already represented by a defense attorney in his criminal case. 


    The handwritten document is styled as a “Consular Court of the Moroccan Empire — Affidavit of Fact Default Judgement — International Document,” and it purports to issue notices, default judgment language, dismissal demands, and monetary claims connected to case number 2025 CF2 000643.  


     This attachment is preserved for public-interest review and pattern analysis concerning misrepresentation and unauthorized imitation of consular materials, and conduct that may be used to create confusion, discredit legitimate consular processes, or feed negative media narratives against Moorish-Americans and the Office of the Consul General of Morocco at North America. This document does not represent an official filing of Morocco Consular Court, and is presented as an example of imitation and misuse of consular-style paperwork.

    suspect: Nina washington (a/k/a nina eliza bEY)

      Nina Washington’s 2025 Employment Interview, and Omission of her Moorish & Consular Activity under the name “Nina Eliza Bey” from 2021–2023.

       During Nina Washington’s 2025 interview as a 'NDW Emergency Response Dispatcher' for Naval Intelligence Agency - DEPARTMENT OF DEFENSE, she discusses her employment history and experience dating from 2021 while maintaining a Top-Secret U.S. Security Clearance. 


      However, Nina failed to mention her activities from 2021 to 2023 under the name “Nina Eliza Bey,” including her nationality declaration as a "Moorish-American" in the records of the Office of the Consul General of Morocco in January 2021; her adverse claim to property and jurisdictional challenge as 'third-party intervener' in someone else's 'foreclosure case' records of PRINCE FGEORGE'S COUNTY CIRCUIT COURT (Inc.) in October 2021; and her role as a de facto Consul officer of Morocco Consular Court at Maryland, from November 2022 to January 2023.

      Internal Sabotage of the Consular Mission: Andrea Brown-Stokes (Amara Azaa Bey) Prevents Nina Washington (Nina Bey) from Serving Habeas Corpus at CHARLES COUNTY, Maryland, November 29, 2022.

       On November 29, 2022, during an attempted consular mission at CHARLES COUNTY, Maryland, after being verbally appointed as a de facto consular officer by Consul General Lamont Maurice El, Nina Washington, acting under the name “Nina Eliza Bey,” appeared with Amir: Taj Tarik Bey, former members of the Consulate of Morocco at Maryland, and supporters / witnesses to serve notice of a Writ of Habeas Corpus Ad Subjiciendum to the acting County Administrator (et al.), commanding the immediate release of Consul General Lamont Maurice El and MUFTI Officer George Neal-Bey. 


       The video appears to show Andrea Brown-Stokes, also known as “Amara Azaa Bey,” formerly acting in the office of Rasm and also previously appointed by Consul General Lamont Maurice El in 2021, obstructed the process by stopping Nina Washington from serving the writ without cause. 


      The footage further shows Nina Washington and Andrea Brown-Stokes debating the acting assistant County Administrator during the attempted service, while the assistant made several attempts to accept the writ on behalf of the acting County Administrator.
