🏛 Message from the Consul General Lamont Maurice El

From: Lamont Maurice El

Office of the Consul General of Morocco,
Maghrib al-Aqsa (North America):

Peace and love,

The Office of the Consul General of Morocco formally announces the official launch of the operational Consular Jurisdiction & Protection Protocol (CJPP).

CJPP is a structured administrative and protective framework designed to establish disciplined procedure, consular notification standards, and documented engagement for protected Moorish-American nationals.

This announcement marks the transition from development to consular administrative operation. Please continue reading.

*Notice: The gold fringe surrounding the Moroccan flag in the picture above signifies active maritime and de facto administrative enforcement operations under color of law pursuant to General Orders No. 100 (Lieber Code) due to colonial occupation.

📜 Notice To Color of Authorities

The above CJPP Operational Manual is being formally distributed to relevant de facto local Sheriffs, Chiefs of Police, and other necessary personnel of de facto color-of-law enforcement agencies for purposes of notice and clarity.

CJPP operates on:

• Procedural invocation
• Documented dispatch escalation
• Registry verification
• Treaty-based notice
• Structured, non-confrontational engagement

The purpose of CJPP is not confrontation.
It is orderly interaction in accordance with treaty obligations and constitutional guarantees.

All engagement under CJPP is documentation-based, disciplined, and procedurally structured.

🔒 Copyright Registration Notice

The Office of the Consul General is formally registering the following works with the United States Copyright Office (Library of Congress):

• CJPP Governing Manuals
• CJPP Dispatcher Manual
• T.R.I.P. Training Curriculum
• Certification Examinations & Answer Keys
• Official Invocation Scripts
• Credential & National Identification Card Design

This establishes public record of authorship and protects the intellectual property and structured doctrine of CJPP.

Institutional structure requires protection.

🚀 Operational Infrastructure

 The launch of CJPP includes:

• Emergency dispatch call center operations
• Registry and database maintenance
• Administrative processing
• Credential issuance systems
• Formal manual distribution to local de facto authorities
• Certified mailing and compliance notice procedures
• Ongoing operational support

CJPP is not theoretical.
It is operational.

📖 What CJPP is Not

 CJPP is not:

• Immunity from lawful conduct
• A substitute for discipline
• A confrontation mechanism
• A rejection of constitutional order

CJPP is:

• Structured
• Documented
• Procedural
• Disciplined
• Constitutional and Treaty-enforcement

Protection follows conduct.
Credentials follow character.
Legacy follows structure.

🔔 Qualification Requirements

Participation in the Consular Jurisdiction & Protection Protocol (C.J.P.P.) is limited to qualified members who have demonstrated discipline, competency, and good standing. These requirements exist to preserve the integrity of the Consulate, protect members, and prevent misuse of consular protection and Moorish-American nationality.

To be eligible, applicants must satisfy all of the following:

✅ 1. Membership, Standing & Civic Instruction

Be a registered member in good standing with EnforceTheConstitution.org, with faithful and consistent participation in:

  • Sunday Civics Classes
  • Friday Holy Day Services
  • Approved study group sessions

for a minimum period of three (3) months prior to induction, unless an exception is granted.

Membership dues must be current, and the applicant must demonstrate respect for organizational discipline, lawful conduct, and civic responsibility.

✅ 2. Demonstrated Competency & Jurisdictional Proficiency

Applicants must demonstrate practical competency in constitutional and jurisdictional procedure through one or more of the following:

  • Verified participation in an extraordinary proceeding including, but not limited to, jurisdictional challenges via quo warranto, which resulted in a documented dismissal with prejudice, non-enforcement, or favorable resolution of a de facto administrative matter (e.g., de facto traffic case, property case, criminal-style case, parole or probation), or
  • Successful completion of CJPP-approved training, examination, and drills designed to prepare members for lawful roadside encounters, de facto administrative challenges, and post-incident documentation under C.J.P.P. and T.R.I.P.

*Exceptions may be granted for qualified members seeking supervised experience under C.J.P.P. protocols.

✅ 3. CJPP Internal Security Clearance & Eligibility Review

All applicants must successfully complete the CJPP Internal Security Clearance and Eligibility Review.

This is a constitutional and treaty-based vetting process conducted internally by the members of our Majlis to determine suitability for:

  • consular jurisdiction and protection,
  • issuance of consular documentation,
  • participation in CJPP and T.R.I.P. activities.

The security clearance process includes, but is not limited to:

  • a screening application,
  • background and conduct review,
  • affirmation of lawful conduct, civic responsibility, and allegiance to constitutional order.

Clarification:
This internal security clearance is not a U.S. government clearance, does not confer U.S. diplomatic immunity, and does not purport to exercise police, military, or enforcement authority. It is an internal determination of eligibility and trust for consular participation and protection.

As Moorish-Americans, participants are expected to live upright lives, obey the law, and conduct themselves in a manner consistent with constitutional principles, the Divine Constitution and By-Laws of the Moorish Holy Temple of Science, the Moorish Zodiac Constitution, and public safety.

⚠️ IMPORTANT DISCLAIMER

This organization does not teach, promote, protect, affiliate with, or assist criminal conduct.

C.J.P.P. and T.R.I.P. are lawful educational and protective protocols, not shields for unlawful activity, evasion of lawful process, or abuse of rights.

Any person who:

  • engages in criminal behavior,
  • misrepresents Moorish-American nationality, consular documentation or protocols,
  • acts in bad faith,
  • or brings disrepute or legal exposure upon the organization or any of the consular offices,

may be declared persona non grata and immediately removed from participation. In such cases, no claim of consular protection, advocacy, or affiliation shall apply.

📌 Final Notice

No Consular Identification Card, CJPP documentation, or recognition will be issued without successful completion of all qualification requirements.

These standards are necessary to:

  • preserve the integrity of the Consulate,
  • protect members and the public,
  • prevent fraud and infiltration,
  • and ensure that consular jurisdiction and protection are exercised lawfully, responsibly, and competently.

To Begin the Process for Membership:

Scroll down to the section Registration & Screening Requirement. Read it, then look for "Pay Here for Members" or "Pay Here for Non-Members" to make your payment. Then complete the 'Civics Class Registration' form below.

After registration, you will receive the Screening Application with further instructions.

🔔 What is taken place at North America with the deployment of the de facto U.S. Immigration and Customs Enforcement (I.C.E.), the National Guards, and the 3-lettered agencies, along with the newly built concentration camps is the execution of the King Alfred Plan - REX 84 (extermination of all minorities), and the 'Deconstruction of the Unconstitutional Administrative State' under General Orders No. 100 - Liber Code of 1863.

Click the link below to view the entire above text of the General Orders No. 100 — Lieber Code which will assist in understanding what is taking place here at North America:

https://avalon.law.yale.edu/19th_century/lieber.asp

Noble Drew Ali made this profound statement between the years of 1925 - 1928 in his international proclamation titled the Divine Warning by the Prophet for the Nations:

"In all other governments when a man is born and raised there and asked for his national descent name and if he fails to give it, he is misused, imprisoned, or exiled. Any group of people that fail to answer up to the constitutional standards of law by name and principles, because to be a citizen of any government you must claim your national descent name. Because they place their trust upon issue and names formed by their forefathers."

⚠️ IMPORTANT NOTICE ⚠️

Even under the law of war, a victorious army may only temporarily suspend civil relations, leaving the permanency of such changes to be resolved by the "treaty of peace." See General Orders No. 100 (Lieber Code), at Art. 32.

The Treaty of Peace and Friendship of 1836 between the United States of North America and the Moroccan Empire, having been entered into during peacetime and never abrogated by war or subsequent treaty, therefore remains controlling at the Moroccan Empire, North America.

The Office of the Consul General of Morocco at North America announces the orientation and enrollment for:

🔹 T.R.I.P. — Traveling Rights Itinerary Protocol

🔹 C.J.P.P. — Consular Jurisdiction and Protection Protocol

These protocols are designed to be lawful, documented, disciplined responses for qualified Moorish-Americans under consular jurisdiction and protection—particularly during police — highwaymen encounters and de facto traffic stops under color of law.

Why This Matters — Then and Now

"If Italians, Greeks, English, Chinese, Japanese, Turks, and Arabians are forced to proclaim their free national name and religion before the constitutional government of the United States of America, it is no more than right that the law should be enforced upon all other American citizens alike.

The PDF's of the Naturalization Act of 1790 and 1795 can be found for review on the following link:

https://enforcetheconstitution.org/decolonize-now-campaign

Before 1870, naturalization law (starting with the Naturalization Act of 1790 / 1795) limited naturalization to:

  • “European races and their descendants.”

The original Naturalization Act was amended by Congress in 1870 and signed into federal law de facto by President Ulysses S. Grant.

The  Naturalization Act of 1870 under the plausible 14th Amendment expanded eligibility to include:

  • “Aliens of African nativity”
  • “Persons of African descent”

❗Important Note: The word "Person" is defined in the Black's Law Dictionary, 4th Edition, as:

"Corporations are "persons" as that word is used in the first clause of the 14th Amendment."

Therefore, the Naturalization Act of 1870 only applies to corporations (corporate persons). This means:

  • IT DID NOT naturalize anyone of European / Caucasian descent born on the North American continent known today as "the United States;"
  • IT DID NOT naturalize any aboriginal and indigenous American (e.g., Mexicans, Venezuelans, Colombians, Brazilians, Haitians, Argentinians, Nicaraguans, Chileans, and the natives of San Salvador, etc.);
  • IT DID NOT naturalize any non-European peoples

It was a narrow expansion presented for the disenfranchised "freed Negros" to use the 14th Amendment 'corporate person' status, not for universal inclusion.

As Moorish-Americans, we are the aboriginal people of the land and are part and parcel of the republican government, and we must live the life accordingly. Click the link below to review the very important William Dungey Case which shows the importance of status and classification:

What T.R.I.P. and C.J.P.P. Actually Does

These protocols are not for protests, nor do they promote insurrection.
They are lawful procedures for trusted and qualified Moorish-Americans.

They exist to:

  • enforce constitutional limitations and treaty obligations,
  • assert consular jurisdiction correctly,
  • prevent unlawful escalation during police / highwaymen encounters,
  • preserve records, evidence, and standing,
  • and ensure that all enforcement action proceeds with full awareness and responsibility.

The effectiveness of these protocols is demonstrated by:

  • favorable replies from foreign de facto agencies (e.g., de facto courts, police / highwaymen, Prison-of-War camps),
  • documented disengagements,
  • de facto case dismissals and releases from confinement,
  • and verified records and videos published on our website and media

What Enrollment Requires

Participation includes:

  • mandatory orientation and security clearance,
  • training in verbal discipline and documentation,
  • standardized materials,
  • examination and competency verification,
  • and proper recording within the consular registry.

This orientation is not for criminals or spectators.
It is for those prepared to act lawfully, calmly, and competently.

Those who study and prepare will navigate safely.
Those who improvise will be exposed!
