The above CJPP Operational Manual is being formally distributed to relevant de facto local Sheriffs, Chiefs of Police, and other necessary personnel of de facto color-of-law enforcement agencies for purposes of notice and clarity.

CJPP operates on:

• Procedural invocation
• Documented dispatch escalation
• Registry verification
• Treaty-based notice
• Structured, non-confrontational engagement

The purpose of CJPP is not confrontation.
It is orderly interaction in accordance with treaty obligations and constitutional guarantees.

All engagement under CJPP is documentation-based, disciplined, and procedurally structured.

The Office of the Consul General is formally registering the following works with the United States Copyright Office (Library of Congress):

• Credential & National Identification Card Design

This establishes public record of authorship and protects the intellectual property and structured doctrine of CJPP.
