Peace be unto you,

The Office of the Consul General of Morocco at North America is pleased to announce the full operational activation of the 24/7 Emergency Call Center for the Consular Jurisdiction & Protection Protocol (CJPP).


The Emergency Call Center is now active for qualified Moorish-Americans under CJPP.

Our consular protocol is a structured administrative, constitutional and treaty-based system reserved for disciplined, qualified, and vetted Moorish-Americans at North America operating under proper jurisdictional instruction, registry verification, and documented procedure for peaceful engagements.


Security Clearance

Security clearance for CJPP preparation is issued by the Office of the Consul General of Morocco at North America and can only be obtained with active membership in the Enforce the Constitution civic organization. 


This security clearance is an internal consular determination of eligibility, trust, discipline, and standing for participation in CJPP operations and emergency call center support. No Moorish-American can be qualified for CJPP without a background check, screening and registry procedures.


Purpose of the CJPP Emergency Call Center

The CJPP Emergency Call Center exists to provide structured support for Moorish-Americans during encounters involving highwaymen acting as color-of-law enforcement, roadside encounters, de facto administrative court actions, kidnapping, unlawful detention, or other incidents under color-of-law and color-of-authority requiring consular notification requirements, treaty obligations, and disciplined procedural communication.


The purpose of CJPP is:

To preserve peace during quiet wars.
To maintain order.
To document the record.
To prevent unlawful escalation.
To protect worthy Moorish-Americans from being made subject to inferior names, abuses, and mistreatments under colonialism and feudalism via color-of-law, color-of-authority, and color-of-office.


All Moorish-Americans under CJPP are protected against any unlawful deprivation of rights, privileges, immunities, status, nationality, consular protection, or due process of law attempted under unconstitutional color of law, policy, custom, regulation, administrative presumption, or de facto enforcement action.


Our 24/7 Emergency Call Center includes:

  • Emergency dispatch and call center operations 
  • Registry and database verification 
  • Administrative processing 
  • CJPP Security Clearance review 
  • Credential issuance systems 
  • Formal documentation procedures 
  • Manual distribution and notice to relevant persons 
  • Ongoing support for qualified Moorish-Americans

🔔 Qualification Requirements

Participation in the Consular Jurisdiction & Protection Protocol (C.J.P.P.) is limited to qualified members who have demonstrated discipline, competency, and good standing. These requirements exist to preserve the integrity of the Consulate, protect members, and prevent misuse of consular protection and Moorish-American nationality.


To be eligible, applicants must satisfy all of the following:


✅ 1. Membership, Standing & Civic Instruction

Be a registered member in good standing with EnforceTheConstitution.org, with faithful and consistent participation in:

  • Sunday Civics Classes
  • Friday Holy Day Services
  • Approved study group sessions

for a minimum period of three (3) months prior to induction, unless an exception is granted.

Membership dues must be current, and the applicant must demonstrate respect for organizational discipline, lawful conduct, and civic responsibility.


✅ 2. Demonstrated Competency & Jurisdictional Proficiency

Applicants must demonstrate practical competency in constitutional and jurisdictional procedure through one or more of the following:

  • Verified participation in an extraordinary proceeding including, but not limited to, jurisdictional challenges via quo warranto, which resulted in a documented dismissal with prejudice, non-enforcement, or favorable resolution of a de facto administrative matter (e.g., de facto traffic case, property case, criminal-style case, parole or probation), or
  • Successful completion of CJPP-approved training, examination, and drills designed to prepare members for lawful roadside encounters, de facto administrative challenges, and post-incident documentation under C.J.P.P. and T.R.I.P.

*Exceptions may be granted for qualified members seeking supervised experience under C.J.P.P. protocols.


✅ 3. CJPP Internal Security Clearance & Eligibility Review

All applicants must successfully complete the CJPP Internal Security Clearance and Eligibility Review.

This is a constitutional and treaty-based vetting process conducted internally by the members of our Majlis to determine suitability for:

  • consular jurisdiction and protection,
  • issuance of consular documentation,
  • participation in CJPP and T.R.I.P. activities.

The security clearance process includes, but is not limited to:

  • a screening application,
  • background and conduct review,
  • affirmation of lawful conduct, civic responsibility, and allegiance to constitutional order.

Clarification:
This internal security clearance is not a U.S. government clearance, does not confer U.S. diplomatic immunity, and does not purport to exercise police, military, or enforcement authority. It is an internal determination of eligibility and trust for consular participation and protection.

As Moorish-Americans, participants are expected to live upright lives, obey the law, and conduct themselves in a manner consistent with constitutional principles, the Divine Constitution and By-Laws of the Moorish Holy Temple of Science, the Moorish Zodiac Constitution, and public safety.

This organization does not teach, promote, protect, affiliate with, or assist criminal conduct.

C.J.P.P. and T.R.I.P. are lawful educational and protective protocols, not shields for unlawful activity, evasion of lawful process, or abuse of rights.

Any person who:

  • engages in criminal behavior,
  • misrepresents Moorish-American nationality, consular documentation or protocols,
  • acts in bad faith,
  • or brings disrepute or legal exposure upon the organization or any of the consular offices,

may be declared persona non grata and immediately removed from participation. In such cases, no claim of consular protection, advocacy, or affiliation shall apply.


📌 Final Notice

No Consular Identification Card, CJPP documentation, or recognition will be issued without successful completion of all qualification requirements.

These standards are necessary to:

  • preserve the integrity of the Consulate,
  • protect members and the public,
  • prevent fraud and infiltration,
  • and ensure that consular jurisdiction and protection are exercised lawfully, responsibly, and competently.

El Hajj Sheikh Sharif Abdul Ali (Noble Drew Ali) made this profound statement between the years of 1925 - 1928 in his international proclamation titled The Divine Warning by the Prophet for the Nations:


"In all other governments when a man is born and raised there and asked for his national descent name and if he fails to give it, he is misused, imprisoned, or exiled. Any group of people that fail to answer up to the constitutional standards of law by name and principles, because to be a citizen of any government you must claim your national descent name. Because they place their trust upon issue and names formed by their forefathers."

Even under the law of war, a victorious army may only temporarily suspend civil relations, leaving the permanency of such changes to be resolved by the "treaty of peace." See General Orders No. 100 (Lieber Code), at Art. 32. 


The Treaty of Peace and Friendship of 1836 between the United States of North America and the Moroccan Empire, having been entered into during peacetime and never abrogated by war or subsequent treaty, therefore remains controlling at the Moroccan Empire, North America.
